Those documents descibe all the standards you'll (n)ever want to know about. If you search for "RFC Request for Comments IRC Internet Relay Chat" on altavista you'll get at least 5 places. I got all the FRC together with SuSE 5.3 so if you have a linux distribution, you'll perhaps have them too (don't know about redhad but debian has them too). If not, don't worry, you can get them on the web or on several other cds.
