256 color palette

I'm writing a kind of editor. The editor program runs
in 256 colors. I want to allow my users to use all
256 colors but I don't want to allow them to change
the RGB values for the palette entries.

Of course I am looking for this now: A 256 color
palette, that covers all colors as well as possible,
in a useful order.

I'm sure that there have been people before me who
had the same problem and if there is a kind of
"standard 256 color palette" I want to use it,
of course.
