I noticed that the mouse cursor in Windows 95 doesn't flash, even when the area under the cursor changes. What I learned about using mouse cursors is that you can either draw nothing "under" the cursor or you must hide the cursor und show it after you have finished drawing. How does it Windows? Does it use different screen pages? I can remember a test of a benchmark program some years ago that told you whether you have a hardware or a software cursor or something like that ..?
