CGI and C or C++

To all you CGI programmers, I have a question.

If you can use C or C++ to run CGI applications, is it safe to assume that
one could write a CGI program on a Windows machine with HTTP server that
when implemented could telnet to a unix machine, retrieve some data, and
then post it on the web server that is running on the Windows machine?
