In DOS computers, you can type "format a: /s" to format a disk with the system files, ready to boot from, even for computers without the OS. In Windows 95/98 you go to control pannel, add/remove programs, and there is a tab there to allow you to make a Startup Disk. You can use that, and it makes a boot disk which can boot your computer.
