What you are looking for is probably a GNU/Linux
Distro. There are quite a few GNU/Linux distributions
that run on top of Windows.  Linux is an open-source
UNIX like operating system and can be downloaded for
free.  It is designed to be a stand alone operating
system but can run on a windows partition without
rebooting. It supports networking.  A study was run
(not sure how accurate, but anyway) that said a
majority of the internet servers in Germany used Linux
as the operating system.  It is stable.  I hope this
is what you were looking for, but if not it should
solve your problem anyway.  Good Luck!

What you will need will be a UMSDOS Distro
