Dana, I think what you are refering to is Visual C++, as I am not aware of any compiler called Visual basic C++. If you cannot run the IDE, then you may still be able to use the compiler from the command line (cl.exe I think). I have have never done this, but I'm sure someone here has, just ask. As for your game, not wanting to seem partronising, but if you can't even run the compiler (and presumibly you don't know C++ and more specifically an API like DirectX), I wouldn't recommend trying to write a game.
