This could simply be the Jaz factor. He recently came back after a break.
Jaz rates a lot, and he has, from my observations, more rating power than anyone. Now, I like to dish out a lot of ratings too, but I am perhaps a little more fickle, I just machine them out. I tend to rate a lot of "Excellent", because there is IMO so much great stuff being written here. I think the difference between Jaz's ratings and other peoples is that he considers 60% to be just what it's supposed to be: a nice rating. So technically, if we all rated by the book, a lot more things would probably be around 60-70%.
Anyway, as we have learned recently, rating is totally subjective, and often what is meant by a rating is misinterpreted. I wouldn't take it as a personal attack, it's probably just a numbers trick.

My rating power is actually not so much higher than that from other users. Maybe a quarter higher than yours since I'm no longer enjoying a rank of three white stars. The only difference is the rating power for Spam/Flamebait votes from me and null, they are twice as heavy as yours.
My perceived rating power is very high because few people rate at all but I rate nearly everything I read. When its only me and some newbie rating a posts I think it's clear that my vote is dominating the average.
Also the word "Nice" has a positive connotation in my dictionary.
I don't really understand why people bother about rating averages of whatever value before said post has gathered at least five votes. When thirty people read something, and two voted it whatever, what does that say.
